📢 Important Update for the Equine Community 📢

Changes are coming to the Horse Protection Act (HPA) starting February 1, 2025. 🗓️ These updates aim to strengthen protections against the cruel practice of soring and enhance welfare standards for horses nationwide.

Under the HPA, soring is defined as:

“The application of any substance or device to a horse’s limb or body that causes pain, inflammation, or physical distress to enhance the horse’s gait for competitive purposes.”

This includes practices defined under the HPA such as:

  • Using chemicals, such as caustic agents, that irritate or burn the skin.
  • Employing mechanical devices (e.g., chains, heavy shoes, or boots) that exacerbate pain.
  • Actions or practices that intentionally cause injury to exaggerate a horse’s natural movement, typically seen in gaited horse competitions like Tennessee Walking Horse shows.

Specifically, the HPA is a Federal law that prohibits sored horses from participating in shows, exhibitions, sales or auctions. It also prohibits the transportation of sored horses to or from any of these events. The upcoming amendments to the HPA further tighten enforcement to protect horses from this inhumane treatment. See https://www.aphis.usda.gov/hpa.

🔍 Key Changes Include but are Not Limited To:
Stricter Enforcement: Tougher penalties for violations and more robust inspection protocols.
Equipment Bans: Certain devices and “action devices” used to exacerbate soring will be prohibited.
Clearer Regulations: Updated guidelines to ensure compliance for trainers, owners, and event organizers.

These changes mark a significant step forward in safeguarding horse welfare and promoting fair competition across the industry.

🐴 If you’re a horse owner, trainer, or event participant, now is the time to review these updates and ensure your practices align with the new standards.
