The American Horse Council (AHC) has formally requested that the USDA’s Animal and Plant Health Inspection Service (APHIS) delay the implementation of the revised Horse Protection Act (HPA) regulations, currently set for February 1, 2025, by 60 days. AHC President Julie Broadway expressed concerns that the agency is not adequately prepared to enforce the new regulations fairly and consistently, citing a lack of clarity, resources, guidance, and training necessary for successful implementation. The AHC remains committed to protecting horses from soring and is eager to collaborate with APHIS to enhance the regulation’s rollout.
